I, personally, feel Doctor Octopus is the most underrated villain in the Marvel universe. The Green Goblin may be Spider-Man's archenemy - and the one that has plagued him the most - but for sheer villainy, Octopus' plans have been diabolical. He's actually threatened the entire Earth at times.
The Green Goblin may have tormented Spider-Man and harmed those closest to Peter Parker, but Octopus has been an absolutely wicked and terrible villain at times (is there any other kind?). He's also been a devastating opponent with his tentacles. Even the likes of The Incredible Hulk and Captain America have felt his wrath.
Does anybody else feel Octopus is an underrated villain? Perhaps, but for those not particularly familiar with the character, I'm going to widen the scope of this topic - who do you think is the most underrated villain in comics?
